PIA pricing to reduce outside of BDUK areas

The PIA process to allow Openreach competitors to share ducts and poles has had a troubled past, but with the price set to drop outside of BDUK areas to match the regulated price in the BDUK areas we may start to see increased infrastructure competition in the cities and larger towns.
