BT Completes LLU Schedule? Early?!

A news release on the BT Website states that they have met their schedule for Local Loop Unbundling. Not only that, they say that they have met some of these criteria
early:

“First exchanges already delivered – early – to other operators for them to install their equipment”.

BT says that significantly more Telco’s are locating their equipment in buildings near to their exchanges rather than in those exchanges ([ED]Property price increses in buildings adjacent to
exchanges??).
Of the 600 exchanges ready for OLO’s(other licensed operators), only 190 have equipment installed in the exchanges, the other 410 have used nearby properties.
