Update for Torpoint, Cornwall
The Torpoint exchange in Cornwall reached its trigger level of 500 registrations back in mid-July this year but users are still waiting a ready-for-service date. The delays have been the result of obtaining wayleave permission for the additional cabling required to enable the exchange.

Reflecting on BT’s new triggers…
Last week BT took the bold step of announcing that it expects to achieve 100% coverage of communities in the UK by 2005, although this did not necessarily mean every solution would be using ADSL services (and in fact one could ask whether this includes satellite which technically probably covers 100% of the UK already). If BT is convinced this will be possible, we questioned why they did not make a decision to enable every exchange with a trigger level in the order of trigger level achieved so far, why they have not lowered pre-existing trigger levels to take into account cost reductions and a longer payback period. BT also explains their plans for those who are situated too far away from exchanges to receive broadband under the current specifications.
RFS Dates (19 November 2003)
Over 30 ready-for-service dates have been announced by BT including five as a result of the Devon partnership.

Thirty-two exchanges have already triggered with announcement of these new levels.
