April 2019 update on broadband availability across the UK, nations and regions

In terms of tracking the broadband coverage changes across the UK the last month was a fairly short one with the Easter break and a Bank Holiday but there has still been changes and while the level of superfast coverage has remained at 96% it actually crept up slowly and is at 96.03% when quoting to two decimal places. The shift towards full fibre deployments continues though Openreach is still outpacing its competitors by a large margin.

The focus as 2020 is now just over six months away is increasingly on the Universal Service Obligation and the number we are tracking as not meeting a 10 Mbps down and 1 Mbps upload target is 851,493 premises down from 859,784 the previous month. This is substantially higher than Ofcom suggests even when they are using data from January 2019 but if you ignore the upload criteria and look at just download speed it is 523,234 premises than cannot get a 10 Mbps download sync speed and increasing this speed to 15 Mbps increases the numbers to 767,284 premises.

The Openreach FTTP footprint increased from 1,017,361 to 1,120,718 premises in the last month which is a fair bit slower than the previous months increase of 160,000 but we believe some of the previous months larger increases was us catching up to the actual deployment. The latest exchange from the Fibre First list that we have spotted live roll-out on is Radcliffe, Bury around cabinets 18 and 23. While FTTP does not use the street cabinet the direction of the ducting or poles in area mean the Openreach FTTP roll-out does tend to follow the existing network topology. One concern with the PIA procress (duct and pole sharing) which other full fibre operators are starting to make more use of is that historical quirks in the duct and pole network that mean its not economic for Openreach to deploy to a small area will repeat in other roll-outs.

When the Openreach financials as part of the BT Group are published (expected Thursday 9th) we will look at the split of their FTTP across different sectors, e.g. BDUK, Fibre First, New Build and old commercial footprint along with a summary of where we believe the various Fibre First exchanges are in their roll-out.
