Telecommunications Adjudicator confirms delays for some Openreach work

The lack of a summer, or more correctly the heavy rain and subsequent flooding has had an impact on broadband and telephone line work by Openreach. The average fault rate in July 2012 being some 14% higher than 12 months ago, which has meant engineers concentrating on fixing faults rather than new installations. For copper services, the average lead time has gone from 14 days to 20 days, hence the long delays people have been posting about on our forums.

The latest update from the Office of the Telecommunications Adjudicator, also reveals the UK has some 8.48 million unbundled lines (combined total for full and shared LLU services). The number of lines with WLR (Wholesale Line Rental) stands at 6.29 million and CPS (Carrier Pre-Selection) is down to just 2.34 million lines. LLU is still growing, which is to be expected as Sky and TalkTalk continue to expand their coverage, but WLR may have actually dropped a few thousand lines since April 2012, and the steady decline in CPS popularity continues.

Openreach apparently has a recovery plan in place to tackle the fault levels, so hopefully can get back on track, and catch up particularly in its roll-out of its fibre services, where the delays to areas due FTTP roll-out is generating anger amongst consumers, as other parts of their town are already enjoying FTTC services. The problem with weather is not unique to Openreach, we are sure other broadband projects have suffered delays, just they delivery metrics are not tracked so closely.


You not kidding. I waited nearly six weeks for a "new" line install, which was just reconnecting the line in the cabinet, as I watched them. And then waiting another 4 or more weeks to fibre install, despite this coming from the same box, the engineer even showed me the current fibre connections from the box next door.

My phone line provider is reporting a line fault call out due to happen for over 3 weeks after the fault reported to BT!
