Deja-vu? (Britain falling behind in broadband?)

An article reports on an Organisation for Economics Co-operation and Development (OECD) study which shows that the UK is 21st out of the 30 countries surveyed on broadband penetration, behind all the other 'global economies'. The report claims the problem is over the telcos failing to reach agreement over both technical and commercial terms on which access to each others' (i.e. mainly the incumbant BT's) networks is provided.

"The UK has fewer broadband lines per 100 inhabitants than Iceland, New Zealand ... and far behind table leaders South Korea, Canada and the US"
