Relaxation of Peer to Peer Throttle on BTopenworld

Users in the forums are reporting that the throttling appears to have been lifted.

For how long this will last or whether it's a temporary experiment or a change in policy is unknown at this time. Given that Openworld took several weeks to mention the throttling we can expect perhaps a few more days of confusion.
