The name Sean Williams is hardly a household name, but he was a Senior Regulator for Ofcom until March 2007 when he joined the Office of Fair Trading, and now has re-entered the telecoms industry as Managing Director of Retail Strategy for BT Retail.
Sean Williams was involved in the operation that created Openreach who came into existence in January 2006 as a way of segmenting the BT Group further and leveling the playing field for other communications providers buying local loop services from the group.
The Register has taken up previous comments from EU regulator Viviane Reding who complained last year that national regulators have a "cosy" relationship with incumbents and The Registers seems to be suggesting that a move like this is a further sign of a close relationship. One problem is that at the top of the telecommunications pyramid there will probably be very few people with experience of the regulatory environment and the broadband industry. If Mr Williams uses any inside knowledge in respect to any Ofcom work that is still ongoing from when he worked for Ofcom then of course questions need to be asked, but an 18 month gap is a long time in the telecoms arena.
