BBC Worldwide has launched a £25 per month ADSL service. The service comes with free activation, though it would appear that this is offset by a relatively expensive modem that costs £59.99.

The website seems a bit poorly laid out, as you cannot see most of the pricing and modem details until well on your way through the sign-up process. Perhaps the website will evolve over the next few days.
